Who is in charge of deciding a new game to the casinos variety? Is there a way to get new gambling games considered or accepted by a casino by introducing it somehow to them?

They like any intersting and exciting game with probability that they will win in the end. But they usually dont add new games because
A. it cost money
and B gamers dont like them.
