Trying to do this problem you have to understand complementary events.

For a single dice rolling a 4 is a 1/6 chance
NOT rolling a 4 is the complementatry event and is the leftovers or 5/6

To roll a 4 at all in two dice is the complementary event of NOT rolling a 4

so in 2 dice NOT rolling a 4 is (5/6)*(5/6) = 25/36
so there are 11 leftovers in the 36 rolls, or 11/36 ways you will roll a 4

to do so 3 turns in a row is (11/36)*(11/36)*(11/36) = 1331 / 46656 = 0. 0285328 or 2.85% chance
